Molly Ivins tells a story about the legendary Lt. Gov.
of Texas Bob Bullock who, back in his wild drinking years,
hopped into the backseat of what he thought was a friends
car to catch some sleep.

The next morning he woke up and found himself racing down
IH35 and it was a total stranger's car. He figured out
the best thing to do, and popped up and said, "Good morning,
I'm your Secretary of State."

The Lt. Governor is the most powerful person in Texas, based
on the powers granted byt he State. The Governor is the runner up.
